halb27s modified lame 3.99.5 (the x64 version). It improves upon known issues with standard Lame in two ways. First by offering quality improvement for -V level for some special issues with negligible increased average bitrate making it a great drop-in replacement of standard Lame for regular users. Secondly it is also an extension to Lame 3.99.5 that adds a new -Q parameter which uses both a kind of a dynamic -V level mechanism and a constrained vbr mechanism. -Q3 (the lowest possible -Q quality setting), -Q2, -Q1, -Q0.5 yield the same average bitrate as -V3, -V2, -V1, -V0 while offering additional quality improvement for special issues where these -V levels doesn't scale well.
