This is an MP3 encoder based on encoding libraries stolen from Fraunhofer. According to rumours, a software developer broke his NDA and distributed these libraries to some programmers. One of them created a command line frontend and named it fastencc.

This encoder has a famously nasty bug in stereo coding, so its use is not recommended. It is worth mentioning that even though three versions are available here for download, all are based on the same libraries, therefore all of them have this bug.
