This AAC encoder was developed by an Indian company named Emuzed for embedded multimedia applications.

Eventually Emuzed was bought by Flextronics, and later sold to Aricent, a communications company, that by its turn was bought by Altran, which was bought by Capgemini and, as of the writing of this article, is called Capgemini Engineering. Whew.

I could not find any information about this encoder at Capgemini's web site, but a mirror of the former Emuzed page with a little bit of information can be seen at the Internet Archive.
